Relatively new?


This April 1978  recommendation from EPA
suggests sheltering is preferable to evacuation,since
"most people are inside shelters anyway" (EPA's words),
and then goes on to rigorously analyze its benefits
using calculus, and complex dispersal equations.

(Note how Donn in a totally fabricated scenario
paints NRC & FEMA as playing catchup,
making a "relatively new concession" to activist evac complaints,
when in fact the EPA sheltering guidance was in place in April 1978
This kind of subterfuge tells me to suspect everything Donn writes
about events,conditions, motivations, blame, conspiracy, etc.... it's all made up! )
